Notification of China Japanese Chamber of Commerce and Industry¡¡Since China Japanese Chamber of Commerce and Industry was founded after approval by the Chinese government in April of 1991, it has been dedicating itself to enhancing Sino-Japanese economic exchange and development over the past ten years. With support of relevant departments of Chinese government, activities of our chamber and business of Japanese enterprises have gone smoothly; we are appreciated great efforts your government has made. With support of Chinese government, we have been striving to provide products and services trusted by Chinese consumers. On the other hand, illegal acts of deceiving Chinese consumers, violating Japanese enterprises commercial reputation and rights by making or selling counterfeiting products are becoming more and more rampant, we founded Intellectual Property Group(IPG) afflicted to China Japanese Chamber of Commerce and Industry in May of 2000, specialized in carrying on intellectual property protection activities. Up to now, we have invited leaders from the following departments and organizations(including but not limited to) to be lecturers, conducting extensive communication and interchange with Japanese enterprises: State Administration for Industry and Commerce, State Intellectual Property Office, Supreme People¡¯s Court, Supreme People¡¯s Procuratorate, Ministry of Public Security, General Administration of Customs and other departments or organs. At the same time, some relevant organizations point out those right owners should provide information concerning infringement, and only by bilateral cooperation could enhance efficiency of cracking down counterfeiting acts. Therefore, in order to coordinate intellectual property protection adopted
by the Chinese government, we have organized 48 enterprises of IPG to
compile a handbook entitled Intellectual Property Rights of Japanese Enterprises
and Collection of Methods Distinguishing Counterfeiting Products, in which
we collect information necessary for crack downing counterfeiting and
infringing products. We wish persons and organizations responsible for
cracking down counterfeiting acts could make good use of the handbook.
We would be appreciated if the handbook could be of any help to their
great work. Please offer your consistent concern and support to Japanese
enterprises in China. Thank you. Hereby we list below some enterprises

[Stationery, daily necessities, furniture, toys, books]Kao Corporation In order to further enhance intellectual property protection, Japan formulated Outline of Intellectual Property Strategy and Intellectual Property Promotion Plan respectively in July, 2002 and July, 2003, thus to give impetus to IP creativity of Japanese enterprises, to seek better protection of intellectual property right by improving, amending of legal system as well as regulating government system. With regard to intellectual property protection, we usually lay emphasis on possession of trademark right, patent right by enterprises; however, the interest of consumers is important too, so we should take precaution measures to avoid counterfeiting or pirate products impairing interest of consumers. Chinese government has realized the importance of issues mentioned, and whit its entry into the WTO, it amended relevant domestic laws, established legal system for intellectual property protection, to which Japan expresses welcome. At the same time, we think highly of the efforts made by governments in the localities in protecting intellectual property rights. However, the intellectual property rights of foreign enterprises (including Japanese enterprises) were been infringed upon. Though Japanese enterprises hope to provide quality products to Chinese consumers, rampant counterfeiting and pirate products have badly impaired the consumers. Japanese government considers supporting intellectual property protection of other countries or regions, and it is to increase experts sent abroad and academic research conducted in Japan. In spite of fiscal difficulty, Japanese government sticks to increasing budget in this aspect. To enhance intellectual property protection with Chinese relevant departments,
