According to the requirements of “formulate regulations for on-duty technological achievements, perfect the mechanism of ownership of intellectual property rights of scientific and technological achievements and the mechanism of benefit sharing, and protect legitimate rights of the creators of scientific and technological achievements” proposed in China's Mid-and-Long Term Talent Development Plan (2010–2020), the State Intellectual Property Office (SIPO), jointly with the Ministry of Education, the Ministry of Science and Technology, the Ministry of Industry and Information, the Ministry of Human Resources and Social Security, the Ministry of Agriculture, the State-owned Assets Supervision and Administration Commission, the Copyright Office, the Forestry Bureau, the Patent Protection Association of China and China Association of Inventions, drew up the Draft of Regulations for Service Invention (Draft for examination) based on extensive researches and surveys and a number of public opinions. For the public’s deeper participation in the legislation process of the regulation, herewith the SIPO released more than ten legislative documents of earlier stage, including the draft regulations and corresponding public opinions made at several important points in time, argumentation of major problems and focus issues, symposiums and research and survey reports, domestic and overseas legislative documents and the introduction of service invention, hoping the public may understand the major problems and the process of argumentation in drafting the regulation more comprehensively and deeper and continue to pay attention to the legislation process of the regulation.
